There are a couple possibilities;
if the cooling fan is not turning on, the engine will heat up when idling. The cooling fan runs on a thermostat switch that senses coolant temperature. The switch can fail, as can the motor or the relay. You may need to go through a little diagnostic procedure to figure out what's causing your problem. To see if the fan works, try turning on the air conditioner. When the AC is on, the fan is SUPPOSED to run to pull air across the condenser.
if the cooling fan IS turning on, but the engine heats up anyway, it may be a problem with the water pump. After a water pump has been in operation for a while, the vanes will wear and/or corrode making the water pump less effective. At some point it stops functioning at low speed.
