It should be resleeved or replaced. The seals could also be flat. Jam your foot down hard on the brake pedal. Is the pedal high? YOU ALSO HAVE AIR IN THE SYSTEM, NO FLUID, OR A LEAK SOMEWHERE IN THE SYSTEM(MAJOR LEAK). IF THE PEDAL JUST FELL TO THE FLOOR TRY LOOKING UNDER THE DASH AND MAKE SURE THAT THE PEDAL DIDN'T COME LOOSE FROM THE PUSH ROD AND NOW IS JUST "HANGING".
