I am a Festiva owner, I had the same problem as well. Turns out it was the front Axel's on the front passenger side and the driver side that was about to lock up, also had busted boots (the black rubber that protects the Axel's most sensitive parts from the elements.) It cost me $150 to replace but I knew a guy that only charged me $20 for the labor.
Lack of lubrication - check ball joints and tie rod ends for wear
First thing that comes to mind is the power steering pump. Ford is famous for whining power steering pumps. The noise should be present whenever the truck is running, but more pronounced when dry steering or increase in rpm.
It is most likely due to a loose power steering belt. If the steering wheel is hard to turn at speeds slower than 40mph or it gets harder the more you turn it and the squeaking noise happens when you turn the wheel, then you need to check the tension on the power steering belt.
After bleeding the power steering the pump may make a noise because there isn't enough power steering fluid in it.
check your power steering fluid
power steering fluid not filled?
Could be your steering fluid is low? My 1982 GMC pickup truck makes a noise when my steering wheel fluid gets low.
It sounds like the inner steering shaft. I had the same problem on a 1997 Dodge Ram.
the steering wheel wont make the front wheels make noise as there is no generating source from the steering wheel. it will be the other way around.
Check the radiator fan.
If you mean "what" is making noise when you turn the steering wheel? It usaually means you need power steering fluid. If you run too long without power steering fluid it will make your power steering go out. If it is making a shuttering noise when you take sharp turns. Your rear differential may need to be serviced. I would have is burnished.
