If you mean "what" is making noise when you turn the steering wheel? It usaually means you need Power Steering fluid. If you run too long without power steering fluid it will make your power steering go out. If it is making a shuttering noise when you take sharp turns. Your rear differential may need to be serviced. I would have is burnished.
If a car makes noise when turning the tie rod can be worn. Tie rods allow a vehicle to turn, when they fail the steering wheel will knock and rattle making all kinds of noises.
Check the fluid in the power steering. If it is low the car will make noise when you turn the wheel.

if u put wider aftermarket tires on then the tires are rubbing on the fender wheel well if you are refering to in/at the actual steering wheel, then some grinding noise is normal. it's possible the electrical contacts for airbag/cruise/radio controls, whatever you have on the steering wheel are making some grinding noise.

Power Steering?
When you turn the steering wheel and hear a popping noise, it could be due to the power steering pump and a sticking valve so there is not enough hydraulic pressure. It could be caused by the steering linkage going out or low power steering fluid.
Usually it is a warning sign of your wheel bearing going bad.
