when a bullet strikes the glass pane with a high velocity, the larger part of the glass plane do not get enough time to share the momentum due to inertia of rest and only that part which is in contact of the bullet is blown off according to the law of conservation of momentum

But when a slow moving stone strikes the glass plane a larger part of the glass is able to share the momentum and therefore it smashes the glass
