There are MANY sources of Friction within the machine that we call a CAR. All of the moving parts experience frictional losses that result in Heat Generation, which results in Power losses. Even the tires Heat up due to rolling friction.

So, when the engine's power is reduced below the level required to overcome all those friction losses, the CAR slows down.
