Not unless the dog is changing speeds. If the dog is chasing the cat at a constant speed it is not an example of acceleration.
I would take the dog to a vet. They can tell you what is wrong and how to help. My dog shakes in her sleep but she is just dreaming. Probably chasing rabbits. Or maybe being chased by rabbits.
