Because so many are destroyed. Some are destroyed by wind , or too much rain , or drought. A lot are eaten by birds and small mammals like mice , moles and shrews. Some are just stomped on. So the more seeds a flower or any plant produces , the better chance it has to fulfill it's natural imperative to reproduce.
