More than likely a Helium filled balloon. A Hydrogen filled balloon is very flammable and might burst into flames similar to the Hindenburg blimp/dirigible. Helium is not flammable.

Yes, the helium doesn't let oxygen get through to your brain and can definitly make you feel light headed an dizzy.
If the hot water tank is off it is possible. It is also possible for the cold water going to the hot water tank to freeze. Insulate all pipes that are exposed - or let them drip (this is more expensive!)
