The three legs on a milk stool allow for the milk stool to be placed on uneven ground and still be sturdy. The number three is a very sturdy number. It may sound silly but it is true, three is very sound.

What does don't cry over spilled milk have to do with three legs?

Milking stools typically had three legs. If one leaned too far one could fall off the stool and spill the collected milk. The translation of the phrase is: "There is no use worrying over something unfortunate events that already happened." The milk spilled, but it has already happened and there is nothing you can do to change it, so don't get upset, but deal with it (clean it up).
