Epilepsy is not considered until you have had more than one seizure. In order to be diagnosed with epilepsy, a neurologist will have an EEG done. This reads the electrical activity in your brain. From there, the doctor can determine weather or not you are epileptic.

If this person does not normally have seizures, then it is always appropriate to call an ambulance immediately. Some people with epilepsy or similar diseases can experience regular seizures that cause them no harm and are just inconvenient. Even these people can be subject to unusual seizure activity. If a person does not come out of a seizure after a few minutes, the situation is an emergency. If they seize once, start to wake up, then seize again, this is an emergency. If they start to turn blue, it is an emergency. If in doubt, call for the ambulance.
What safety issues would one need to consider when one is having a seizure?
If someone begins having a seizure, ensure that they are laying down comfortably on soft ground preferably with a pillow to keep their head from hitting the ground. Keep their body away from any dangerous objects (i.e. sharp or hot). Check to see if they have an epilepsy identity card or piece of jewelry. Remain calm and stay with them while they are having the seizure. Once the seizure is finished, turn them to their side and allow them to recuperate.

What should you do during seizure?
It depends on the type of seizure, and whether you frequently have seizures, or if this was the first one. Some seizures aren't even noticed by the person having the seizure, or even by others. The kind of seizure that most people recognize is called a tonic-clonic (grand mal) seizure. This is a primary generalized seizure where you become unconscious, fall down, and have convulsions of the arms and possibly legs. With some seizures, including tonic-clonic, afterward you'll feel groggy, and need help from others in finding a place to sleep. You probably won't remember this period. Ideally, the others around you know what to do. They should time the seizure, keep you from hurting yourself, and make notes of what you do. In certain cases, they ought to call for paramedics. Typically, though, no paramedics or ER visit is needed. They just need to find you a safe place a sleep, and maybe drive you home. Hopefully someone writes down a report of what happened, and how long the seizure lasted. Seizures that last longer than 5 minutes or multiple seizures in a row are potentially dangerous, and require emergency attention. Write down what you know in a seizure diary. You may need to interview a few people. What happened before, during and after the seizure? Take that diary to your next meeting with your neurologist.
