Well to answer your question, they breath air, because air has oxygen and reptiles need oxygen received through their respiratory system. But a stupid question deserves a stupid answer so here goes: 'because turtles do infact breath water, a turtle can continue to live even out of the water because of their shell. The shell serves two purposes: 1. To protect the turtle from predators, 2. Because it protects and houses a large sack of water from which the turtle can draw upon to breath. Of you see a turtle with a runny nose, or a very slow turtle, these are side effects of a over full water sack.
Turtles are simply more agile in water, it is not 100% necessary (Aside from drinking) For them to survive. They breath air, and do not have gills.

Does your water have a lot chlorine? How old is it? Is it an albino turtle? Is your turtle wheezing or have mucus coming out of its eyes or nose?
