Generally, the idea was supposed to representation of the "transformation" of the Army, following on the trend in which legs began to be issued berets in 2001. Soldiers themselves are likely to have had a factor in it, as well - the green Class A Service Dress (later to be known as the Service Green Uniform) was always highly unpopular with the troops, primarily for its bland appearance, especially in contrast with the uniforms of other branches, such as the Navy, Marines, or even the Air Force (which used a similar cut of uniform for their Class A dress, but had a much more appealing color).
Which army are you referring to? The US Army uses a dark blue (almost to the point of being black) for the jacket, and a lighter blue for the trousers. Before that, the regular Class A uniform had both a green jacket and trousers. Before that, it was khaki.

The Union Army always wore blue uniforms, while the Confederate Army always wore gray uniforms. The Confederate Army, however, were not as wealthy as the Union Army, and therefore couldn't always afford uniforms for all their soldiers. Many Confederates wore their own clothes during combat.
I don't know about Army Aircrew wings but you are authorized to wear Navy Aircrew Wings in the Air Force, if you can manage to get them. Best bet is to check Air Force Uniform Regulations publications.
