Good question because light bulbs do not emit CO2 at all. But when a light is switched on, it takes electric power. The nearest power plant has to provide more power and to do that it needs more steam, and to do that it has to burn more fuel. When carbon burns, the fuel produces heat by forming chemical bonds between carbon and oxygen to produce CO2, so that's where it comes from.
The power companies prefer to dissociate themselves from this process so obviously they like to promote the idea that the consumers produce the CO2. In reality the power companies have a choice of fuel but they prefer carbon because it's cheap, even though it causes pollution.
A 20-watt low-energy bulb replaces an old 100-watt incandescent bulb for the same brightness, so a low-energy bulb uses one fifth the amount of energy and the power plant will then produce one fifth the CO2 (for that particular bulb).
