Taste the product before adding salt, even with the herbs and spices, the dish will end up with a bland flavor. Then add the salt and taste the dish, salt will enhance the flavors of the herbs and spices that you used. The same principle in baked goods using flour.

salt bring out the good tase of all ingreedints. it gives good flavour. It also helps react with leavening in the cookies, to help the cookies rise or spread.
