They are not! The air inside them is trapped in the balloon and heated, expands, becomes less dense and rises therefore pulling the balloon up with it. If helium was used it would explode! :)
Ever heard of a jet breaking the sound barrier (traveling faster than sound) and causing a sonic boom? Simply put a balloon popping creates a small sonic boom. You take an inflated balloon and make a hole in the latex, the energy released by the balloon in form of air, or gas, from inside the balloon expands the whole in the latex faster than the speed of sound. It is the hole expanding faster than the speed of sound in the air which breaks the sound barrier causing a sonic boom. Do you have idea what the first man made object was that could break the sound barrier? A whip. The sound you hear when the whip cracks is a sonic boom. Balloons weren't invented until 1824. We may not know when whips were invented, but it was definately before balloons.
There's no particular scientific word for this. If you want a more erudite sounding word, you can say puncture or explode, or there's nothing wrong with burst.
If the ice melts, then because of the density of water, it will implode (Explode INWARD) because of the less particles in the liquid.

Both oxygen and hydrogen would be dangerous to fill up a party balloon with. Both of these gasses are extremely flammable, although of the two, hydrogen is by far the worst.

As you rise in elevation, the pressure around you decreases. This lower pressure would cause the balloon to expand, and burst if it was inflated to much originally. By starting it off only partly filled, it will expand to a normal size and not explode.
