No, while equiping guthans armor does not degrade it, once you enter combat, it will degrade regardless of the enemy damage. Guthans, as with all barrows, is not tradable when damaged. It can be repaired by using it on Bob in "Bob's axe shop" in Lumbridge. Or it can be fixed by using it on an armor repair stand in a player owned house.
Yes, because when you take it from the Barrow's coffin which has been in its coffin for so long it starts to degrade because of the oxygen. If it's been exposed to more oxygen outside it will degrade at a certain moment. So in my suggestion, you need to at least use it a few times then sell it at the Grand Exchange before it starts to degrade.
Go to the Barrows Minigame and play it to get Barrow item rewards.
You can not get the member costume unless you are a member, but you can buy dragon armor (degraded). It will degrade in about an hour.
100,000 coins if repaired at Bob's axes 50,000 coins if repaired at an armor stand with 100 smithing
i dont know what you mean by "PA", but the winterized t51b Does degrade, i heard from fallout.wikia.com (use this site for any Fallout Qs) that the developers messed up and gave the armor the HP of the simulation version so it has like 1mil health.
Most of the Barrows sets give better defence bonuses, and roughly the same strength bonuses, depending on your weapon, but since Barrows items degrade over time (Totalling 330,000 which can get rather pricy.)
You do not need a smithing level to repair any Barrow's armor; just use the Verac's brassard on Bob in Lumbridge. It will cost some coins though.
