Under water... technically coral is a whole bunch of tiny animal sketelans, not a plant, so builds up, not gtows. Most people mistake coral for 'growing' though.
Yes, the terrain of a coral reef would be indeed bumpy and hilly. The rocks give the coral a place to grow and be closer to the sun. So I'm sure without rocks and without a bumpy terrain the coral wouldn't be able to grow as well and that would lead to an non-existing coral reef.

No. When coral is removed from the water, the little reef-building organisms living in it die. Watering it with salt water would not revive them. In any case, even if it were possible to "grow" the coral another millimetre it would make no difference to a fully loaded B29 bomber weighing 105 000 lbs. The coral runways were watered simply so that the coral would compact better when rolled.
It depends on how much you are having your team trying to grow but a good time frame to set is about a year. It was on the news last week and at the two year mark they had done a wonderful job in the Caribbean rebuilding the coral that was no longer there. I believe they had regrown a mile or so worth of coral, but don't quote me. I didn't DVR it so I can't go back and view it again. However, it was pure fascinating.
