I wish I knew; I find that quite irritating. I'm just glad that there are no more than five such counties in the United States: one in Oregon, one in Idaho, one in Nebraska and two in North Dakota. It's bad enough that we have so many states divided between time zones, but when we're splitting counties, that's absolutely ridiculous (IMHO).

The reason is that Indiana is more closely tied economically to communities to the East than to the West. The counties in Indiana that are in Central time are more closely economically tied to communities to the south and west that are in Central time. Chicago is in Central time because it is economically tied to "farm country" to the south and west.
