If after you have backwashed for an decent time and you turn your pump back on, and dirt comes out from the jets my guess would be its time to change your sand, if you have just changed your sand then I would look at the gasket that goes between the top of the filter and the base unit if that is torn you will have dirt and sand slipping by.
when you back wash the pool you need to run Rinse for a little while before you return it to filter.
Note turn of pump when changing settings.

I assume you have a sand filter if so you most likely have broken laterals in your filter. A lateral should allow water through but not sand. if you have a DE filter and you are getting what appears like sand in the pool, you have one or more of the filter grids that have holes and the DE is passing through the filter grids back to the pool.

If the water is coming from the main, it should not be dirty. If it comes from the cold water storage tank in the loft, maybe it needs to be cleaned or covered.
If it is coming from the tank: NO. If it coming from the bowl: YES!
You may have a new pump and motor, but it sounds like the internals of the filter itself are broken and should be either repaired or replaced.
