because dry ice is CO2(s) and carbons generally burn "black."

ex. Wood is mostly carbon, and burnt wood is charcoal, which is black.

Probably soot deposits are forming on it.

I kind of doubt you've actually seen this happening. It's far more likely the snow would just melt.
