He bit her so she wouldn't die because of them having to get Renesme out by surgury and Bella had lost alot of blood. He did not bite her because she wanted to be a vampire. He wanted to wait as long as possible not to turn her because he didn't want to condemn her to a life of vampirism.

Yes, Bella does become a vampire in Breaking Dawn. Edward bite her- or she dies, because of Renesmee being born. This isn't the first time that Edward has had to do something with venom to Bella.
Bella was supposed to turn into a vampire after Edward and Bella got married in Breaking Dawn. Edward was going to bite her at their honeymoon but Bella decided not to get bitten. Then Bella get pregnant with Renesme and when giving birth, her heart almost fails and Edward bites her to save her.
