Partially frozen rain is called Snow. This is because when you usually see the first snow fall, it doesn't pile up on the ground right away. It takes time until there are many snow flakes. But what does happen is that it will melt right away. So it's not rain, all water, its not hail, totally frozen ice, but it's Snow. Frozen, but not to a great extent.
Freezing Rain occurs when the air temperatures are warm in the upper atmosphere and fall into sub-freezing temperatures near the surface.
The fact that the sub-freezing temperatures are near the surface causes the rain to be super-cooled but not yet frozen until it makes contact with an object that is at freezing temperature.
Basically, when a drop of water falls from a cloud towards the earth and freezes on it's way down, it will become hail. When the drops that make a certain cloud freezes (inside the cloud) those drops become snow and will fall to the ground as snow.
