Check the fuel pump float.
Full-Empty was created in 1994.
The fuel gauge could be getting improper signals from the fuel sensor. The sensor is located inside of the fuel tank.
If you are sure the tank is empty and the fuel gauge is reading half full, then there is something wrong with your fuel level sending unit located inside the tank on the driver's side of the vehicle. Probably the variable resistor.
Allmost allways add it to a full tank.
well i own a izuzu kb 260 1998 and a 1994 on both of them its 70 litres to full from dead empty

In most cases the fuel gauge sending unit in the fuel tank has failed.
The fuel tank on a 1994 full size K15 blazer is 30 gallons.
You need a new fuel pump
you should go to a car shop for that one!:)
