Why does he say he loves you?

This guy that I really like asked me out and we went out for almost a year, then he broke up with me. After about 3 months we started going out again and we started talking about having sex, we never did though. Then I broke up with him but we still talked and he said he loved me and that he always would and that we would wait for me to go out with him again. Then this new girl came to school and he apparently forgot that he loved me and told that girl that he liked her, after the girl said she didn't like him I laughed at him and I haven't talked to him since then.... Then he told my best friend that he didn't like that girl and that he loved me but he tells his friends the new girl is hot. So I don't know what to think! Someone please help me
