It forms *more quickly* and often at temperatures below freezing even though the nearby roads aren't forming ice.

The reason is Thermal Momentum. Because a road is in contact with the ground, which takes a long time to cool down, say, a foot down, resulting in the heat from the ground rising up into the road surface for quite a long time. The ground has a lot of Thermal Momentum, or the tendency to maintain a consistent temperature and not changing quickly or easily.

A bridge, however, has comparatively little Thermal Momentum with no ground contact to keep it warm, and the wind being able to blow both above and below it to more effectively and quickly remove heat.
