The uppermost layer of the atmosphere is the thermosphere. It feels cold because even though there are few gas molecules present to transfer heat, the few molecules that are present can have very high energies due to high temperatures created by solar radiation. This means that even though the temperature is high, it may not feel hot due to the lack of molecules to transfer that heat.
The Thermosphere feels very cold to us because of its low Thermal Energy.There are very few particles in the Thermosphere, so even if they were very, very hot, it would feel cold.
The exosphere can feel cold despite high temperatures because temperature measures the average kinetic energy of particles, not how much heat is present. In the exosphere, particles are so sparse that they rarely collide, meaning there is little thermal energy transfer to a human or spacecraft. Consequently, even though individual particles can move at high speeds, the overall sensation of heat is minimal due to the vast distances between them.

Our body temperature is high then cold water so when it comes in contact with our body energy in the form of heat is transferred from body to water so it decreases our body temperature and we feel cold.
There are glaciers on it because it is very cold at the top. The mountain is very high, and as such the temperatures at the top are very cold. Even being in the tropics, it is cold enough for snow to fall at any time of the year, and it remains there as a glacier (though these are disappearing).
Humidity can make cold temperatures feel even colder because it affects how quickly our bodies lose heat. High humidity can make it harder for sweat to evaporate, which is how our bodies cool down. This can make us feel colder than if the air was dry.
