Because of how far out it is. The further out form the sun the planet is, the longer it takes to make one orbit of the sun. Not only will its relative speed be slower, but it also has a longer path to travel. Neptune is the furthest planet out from the sun, so its journey is the longest and slowest of all planets in our solar system.

It has a long 'year' or period of revolution due to its large distance from the sun. Not only does it travel around much more slowly than planets closer to the sun (since the suns gravitational pull is lower as you go further out), but it has much further to go, a longer orbital path.

Different planets in the Solar System revolve around the sun in different periods of time. The closer a given planet is to the sun, the less time it will take that planet to orbit the sun, Neptune is much further from the Sun than Earth, which means it will take much longer to make one orbit of the sun.
