Japan has very specific rules about showing graphic content.
in shounen anime, where the main character is a teenage boy, it is not allowed to directly see someone getting stabbed, or dismembered. this problem is often solved by camera angles where the body is blocking the directpoint of entry of a stabbing wound. and clothing, or some type of shading covering the stumb of the body part that has been dismembered. sometimes thugh it is just censored. either by being pixelated or blocked off with a black bar.
in some animes though, where you bluntly see someone get cut in half, it will either be an anime prior to any such rules, or fall under a different age group.
as for why it is allowed in the first place. that is because anime is a very big part of the japanese culture. it is even bigger then regular movies. so the brutality they lack to bring to the japanese audience that desires it, through regular movies. they make up for in the animes.
basically, think of any genre in a movie. you will also find an anime under that same genre
