Temperature is one of the factors that influences the reaction rate between substances. It measures the average speed of particles, so if the temperature is high (in hot water), the particles will move faster and collide with other particles more forcefully.

So when you add the jello, the particles are going to dissolve faster because of the increased movement of water molecules. They collide more forcefully and more often than in cold water, increasing the rate of reaction as well as increasing the amount of jello dissolved in the water.
