She can't really sort out her feelings for Peeta, but she surely has some feelings of love for him. He has REALLY TRUELY loved her from the start and is upset when she tells him it was only a game. Then, when they hijack him, they totally upset the memories!
It depends on which part of the series you are at. At times, like in the first Games, she doesn't want to kill him, but has no other choice. Then, she realizes how much Peeta likes her, but she doesn't fully return it. In the last book, Peeta gets "hijacked" by the Capitol, and tries to hurt Katniss.
At the end, Katniss truly loves Peeta for who he is. They have children and live a happy life together. Gale gets a high paying, respectable job in District Two.
She does like him, but it's complicated. When her father died in a mine explosion when she was 11, her mother zoned out completely that it left Katniss all alone in trying to find a way to fend for herself and her family.
