Small engines are loud because it would require a large muffler to make them quiet. There is simply not enough room to install a large muffler. This is especially true with 2 cycle engines in trimmers or blowers. The design of a 2 cycle engine contributes to the noise. This and pollution is the reason 2 cycle engines are being phased out in favor of 4 cycle engines.
