An ATM has a direct line to access your bank records, so when you withdraw funds using your ATM card, your bank has already been notified.

When you have a VISA ATM card and use it like a credit card, the store does NOT have a direct line to your bank with all the information right away so they will put a hold on the money you've spent on your card and when they get the completed transaction (sometimes later that day, sometimes within 2 days) the funds will be permanently removed from your account and paid to the vendor.
