Off road diesel is dyed but otherwise the same as highway diesel. The difference is in the tax. Highway diesel has a road tax on it

Yes. The difference is that marine diesels do not (yet) have to run a diesel particulate filter, SCR, and other on-highway emissions controls, and thus can use low sulfur diesel fuel. Highway engines use Ultra Low Sulphur diesel fuel (ULSD) because of emissions requirements. Now, bear in mind that ULSD has less lubricity than low sulfur diesel fuel.
2010 Volkswagen diesel models are the Jetta and Golf cars which both boast MPGs of 30 city/ 42 highway. The VW Touareg is an SUV diesel model that gets 26 mg on the highway.
You can use any oil that is for on-highway diesel use. Rotella, Royal Purple, etc. all have diesel engine oil.
