I had this problem too. I bought a used 2003 4.2 lt and the Power Steering stopped after like 3 months. Apparently a piece of metal for the power steering broke off and got lodged in the system so the fluid could not cycle properly. When your TB is moving it still probably doesn't have power steering, it's just easier to turn the wheels when in motion so it feels like this is only an idling problem. Take it in and have someone look at it/fix it.

Check to make sure the belt it tight and not slipping at idle. After that try a fluid change. If those things do not fix the problem then you need a new power steering pump.

Possibly just an adjustment on the rockers. Hydraulic system. Hopefully that's it.
Yes the power steering takes power from the engine if it did not rev up it would make the vehicle shut off due to low idle.
If you are talking about air bubbles in your power steering fluid?. The supply line to your power steering pump has a bad o-ring. This will cause you hard steering while engine is at idle.

AC idle compensator. Many vehicles have a sensor that increases idle speed when you turn on & add more load. Sounds like your idle not being adjusted. Have your mech check it.
Anything above 5 psi at idle will lubricate your engine. There is no maxim oil pressure for a 2003 Chevy Trailblazer. When the engine is cold and the oil is thick you should see 60 to 80 psi.
The power steering output is directly proportional to the engine speed [RPM]. I suspect that when it is difficult to turn, the engine is at idle speed, which is set too at too low an RPM. Then when you depress the accelerator, the engine speed increases and the power steering pump speed and output power increase also. Have a qualified mechanic check and properly set the engine idle speed to the manufacturer's specifications. IF the idle speed is not abnormally low, would suggest a badly worn power steering pump. Properly set idle speed first, and if that does not correct the problem, then have the power steering pump output checked.
Depends if at idle without any force on the steering wheel or with force as bottoming out. Normally 350-1500 pounds.
if it doesnt idle what does it do..... it prob idils rough. change power steering pump and or rack and pinion steering assembly if ur rack is worn it will burn up pump
