he's a better driver. plain and simple, sorry to burst your bubble. is you engine originally like that or did you put in the vtec motor (im assuming D16Z6 SOHC vtec) and used the regular tranny that was already in the car. if you swapped the motor in and used your CX, VX, or DX tranny, the gearing in the tranny is different and could cause you to be slower.
well for one u have to take off your exhaust manifold.....and i believe the header bolts into the stock holes on the block.... not 100% sure...
