Most air conditioners blow cool air at first till the pipes that carry the cool air turns cold, then you get the cold air. If you are getting hot air then perhaps your Freon is in need of re-charging. That would be a good first step in finding your problem. If after re-filling your Freon you still have problems you might want to check for leaks, but this is better done by Air Conditioning garages.

It depends on what the weather is outside and how developed the air conditioner is. if it's hot out it may take a while to get cool or if it is scorching hot outside it may not get cold at all.

If you have the control panel set to the heat setting, it is only designed to blow out on the floor. If you desire hot air out of the middle, you must set the control panel to vent.
it may blow cold air due to the fact that the heat anticipator on your thermostat may be set to long. you can change useing your owners manual for your thermostat but you should have a service tech do it
Yes you can, just adjust the temperature settings all the way to the hot position and leave the a/c in the on mode..........
