If an alternator is going bad it can cause a rough idle in a 1993 Subaru Legacy. Cold temperatures in the winter can also cause a rough idle in the Subaru Legacy.
Fuel filter
When any car idles, it lowers the ignition energy (but not completely) to keep the car running. When it is cold outside, your Subaru's ignition energy is lost through heat because electricity also is measured through heat. When there is less ignition energy when it is already running on a lower ignition level, the car (your Subaru) is not likely to idle.
It could mean one of your timing belts are loose

My heater doesn't go cold. But to answer your question, check the engine coolant level in the radiator. Be sure that the engine is cold before removing the radiator cap. --Ken
