Check to see if there is a steel bracket mounted to the flex hose. Sometimes you get a rust buildup which constricts the hose. Try prying the steel part of the bracket that wraps around the hose open a bit and see if that makes a difference.
Drum brakes use return springs Disc brake- when you release brake pedal (pressure) the pads retract just enough to allow wheel to turn (still rub against rotor)

If your brakes feel like they are pulling you should get them checked out. These brakes may need to be replaced.
Your pads or discs are worn. The brakes will fail soon if not replaced.
Could be low on brake fluid. This is a sign that the brakes need attention.
There is a seal kit that includes an o-ring and the boot. The piston needs to be spun out, similar to how you spin it in to retract it.
