Starting up, or shutting down, automatically are particularly, possibly, negative things on your computer. One reason may be a macro, malware, spyware, virus, etc. You may need to recall the following: What have you downloaded recently? What virus protection software, if any, do you have? What automatic software do you have on your computer? If it is a laptop, I would suggest taking out the battery and unplugging the power cord for a while, possibly a day, then seeing if the problem persists.
Computers generally turn on 'by itself' because they have been programmed to. check the BIOS (to do this, check your motherboard manual!), and see if any alarms are set.
Some basic alarms that computers have that the computers to power up 'by themselves' :
Wake On Lan - the computer wakes up when another computer pokes it. usually only works on wired networks.
Wake On Alarm - the computer, like your alarm clock, will power up and start working at the specified time every day (or day of the month)
Wake On USB - a microchip inside the computer is always 'on' while the computer is plugged in, and checks USB stuff, like the keyboard and mouse, for activity. when activity is found, the computer wakes up.
Wake On PS/2 - Wakes up when you press buttons on the older keyboards (with the round plug and pins)
Wake On Mouse - wakes the computer up when you click the mouse
Wake On Password - This is intelligent. theres a microchip inside the PC that can recognize keystrokes from the keyboard even when the PC is turned off. when a certain set of keys are pressed in the right order (hence password), the computer turns its self on.
Wake on Power back - when you unplug the computer from the mains, it knows. When it gets power back from the mains, it knows. when it gets the power back, it uses it. (turns on).
