Why does my guinea pig keep trying to bite my tongue also when i feed it when im holding it it eats but doesnt when its in its cage when im trying to feed it by hand?

I'm not sure about tying to bite your tongue, but i think the reason for the second part of your question is that your guinea pig feels more relaxed and protected when you are holding it. When it is in it's cage it could feel a bit scared, that or it knows that it has food in the cage so it doesn't have to eat out of your hand but when you are holding it, it has no other food source so it wants to eat out of your hand.
Try stroking it in the cage whilst trying to feed it so it knows somebody is there...
The answer to why it tries to bite your tongue is that it has made a game out of lunging toward the tongue when you stick it out. It gets a reaction and enjoys the game. Just don't offer your tongue and it won't try to bite it.
