It is normal for the scrotum to hang down. It will compensate for temperature by hanging lower when hot (to keep the testicles cooler) and high and tight when cold, to keep them warmer, so they stay at the ideal temperature, which is just below body temperature. 3 inches sounds perfectly normal. Actually anywhere from 2 to 4 inches is average, with some guys being less and some more. In hot weather expect them to hang lower. This is why many guys wear a jockstrap in sports or hot weather to keep them from sagging to the point of discomfort.
The testicles have to be a certain temperature to produce sperm. If they become too cold they will tighten towards the body. If they become too hot, they will sag down away from the body.
