it could be a bad relay
Is the hazard lights button not on top of the steering column ? The switch for the hazard lights on my 1995 Ford Explorer is part of the multi functin switch ( turn signals etc. )
The hazard switch and the turn signal and brake lights are all incorparated, chances are the 3-1 switch is broke internally check all fuses
Try pushing your turn signal lever forward , that's what I do to turn on my high beam headlights on my 1995 Ford Explorer
To make the hazard lights alternating flash, a kit called a wig wag is added to the flasher system. To have actual strobe lights, then a strobe kit with its own light has to be installed.
The flasher is located Front seating area, driver side, under dash, mounted driver side of steering column.
have you checked the fuses?
First replace your turn signal flasher as it usually only costs 3-10 dollars; the location varies- many times they are on or near the column under the dash.
It is located on the top of the steering column next to the dash.

The turn signal/hazard flasher is accessed from below the left end of the dashboard with the kick panel removed.
it may be a loose connection on the back lights give a good firm push on the connectors
The flasher for a 1986-1995 Taurus is located under the dash on the drivers side. It is at the fuse panel.
