It is likely to be the Power Steering pump complaining that the power steering fluid is low.
Whining noise near belts had pulleys adjusted any idea what is causing this
Car wheels on the pavement.
It is probably the alternator that is whining - and not charging so you have run out of battery power and it won't turn over.
the starter is bad.
If it is a whining noise it is the fuel pump.
Defective starter bendix.

The whining noise most likely indicates that your power steering is touching something and when you turn, it'd rub against whatever it is everytime you turn OR the belt could be running against a hose, a frame if the motor mounts are broken the bottom air conditioner would be resting against the frame with belt in between, causing the whining noise.
It could be low on power steering fluid. That is a common problem. It makes a sharp whining noise when you turn the steering wheel.
Starter solenoid is defective. You will have to remove the starter and have it tested at an auto parts store.
something may be rusty
If the pitch of the noise increases with speed and also comes and goes in turns i.e. it goes away in a left turn and returns or gets louder in a right turn it is probaly a wheel bearing going bad.
