Because in that case, gravity DOES act on air. Why is not all air on the floor you ask? Well that is because that would mean all the air would have to be compressed and when you try to compress a gas it pushes back (try squishing a balloon), and gravity is a rather weak force. It simply isn't powerful enough to compress air that much (it is compressed somewhat however, that's why there is less air 10 kilometers up for example).
If Earth's gravity was stronger it could compress the air more. On Jupiter for example the air pressure is much much higher because Jupiter is much more massive.
