Some cars allow you to leave one or other headlight on when you are parked in the street at night (for safety) - have you checked if your car does this in the manual - if it does then you will be able to switch it off.

The Starter motor on a fuel injection Hyundai Pony/Excel is located below the inlet manifold coming from the injection system. It is difficult to access and the only way to get there is by removing the actual inlet manifold.

If only one is out, its probably a bulb. If both are out its probably a fuse. For headlight bulb information see sources and related links below.
Too much oil, only thing I can think of. Either that or your seals on the cap are worn.
Possibly a punctured float in the tank.
Hyundai have added a trick to starting the engine - you need to have the clutch pedal in regardless of whether or not the car is in gear. Unless the clutch is in, the engine won't fire.
