Top two reasons; 1) the light bulb is burnt out, or 2) the wire harness isn't fully attached to the light socket.
The first charger came out in 1966.
First check the bulbs then check the fuses.
1966 was the first year of the charger.
It's still under warranty, take it to the dodge dealer.
Hopefully Dodge will come out with a real Dodge Charger (two door) after the next redesign, probably a 3 years away.

Loose or defective gas cap.
No the 1969 dodge charger came with long tail lights. Round tail lights came on the 1968 Dodge charger. In fact the only difference between the 68 and the 69 charger is the shape of the tail lights and turning signals.
Mine seems to come on with just over 1 gallon left in the tank.
