The polar air has a high relative humidity due to the temperature of the polar region being close to the dew point temperature. Actually there is some but not much. Humidity is the water content held as gas within the air. Cold air can't hold anywhere near as much moisture as warm air. Since the polar regions are cold the absolute humidity is low. Also ice evaporates more slowly than liquid water so the air does not quickly gain moisture if it is warmed a bit.
