Professor Oak asks you to obtain both Red (Pokèmon SoulSilver) and Blue (Pokèmon HeartGold) Orbs, because they summon Groudon and Kyogre. If you trade a Groudon/Kyogre into SS or HG so you have both Pokèmon, you will obtain the Jade Orb that summons Rayquaza to the tower where you caught Groudon or Kyogre, they MUST both be in your party for Rayquaza to appear. All 3 are very annoying to catch, so lots of ultra balls/master ball will help. Groudon and Rayquaza both have a habit of using the HP restoring move, rest.
