A starter is an electrical device that requires the proper supply of electricity to operate properly. Weak battery or loose or corroded connections and it will not function properly.
Start from the battery and work through the system. battery cables sometimes break inside of the connectors. the wire on the starter can be loos. One some ford models the power for the vehicle comes from the connection at the starter.
It's slightly to the left of the battery, and deep. If you look at the battery connectors/cables you will see that the positive one (red) has an extra wire that is thinner than the main one, follow it down and it should be connected to the starter/syllanoid.

Ignition switch, battery, battery cables, starter relay, starter solnoid, starter, flywheel ring gear.
On the starter or IF you have (2) positive battery cables, in between them.
Check the following....battery connections, look for loose connections, corroded connectors or cables. Check connections at the starter. If possible (if you have tools and know how) check for proper voltage at the starter.
To replace the battery cables on a 1999 Mercury Mountaineer, loosen the connectors at the terminals. After this, remove the other end of the cables and install new ones.

Bad connectins at battery? Clean connections. Possible loose battery cables on starter or engine block? Clean and tighten cables. If no help, possible bad battery cable/cables. Test cables and replace as necessary. Depending on what type of car, also investigate starter cylinoid. Hope that helps.
